Portugal's drug decriminalization model is a straightforward success that any country could replicate
Partially Confirmed recorded as “Partially Supported” Chasing the Scream
Portugal's results through 2015 were strong (HIV transmission down ~95%, overdose deaths down). Results 2015-2023 were weaker as austerity cut social service programs. Oregon's Measure 110 decriminalization was repealed in 2024 due to implementation failures. The lesson: decriminalization + social investment works; decriminalization alone is insufficient. The model works under specific conditions.
