“Holiday's story is not the drug war's most important evidence. It is the drug war's most humanly legible evidence. Hari understood the difference.”

Johann Hari begins Chasing the Scream with Billie Holiday not because Holiday's story is the most important evidence for his argument but because it is the most humanly legible.

The argument he is making, that the drug war was racially targeted, that addiction is driven by disconnection, that punishment perpetuates rather than cures, can be made from statistics. The ACLU's racial disparity data. The Portugal outcome studies. The Vietnam natural experiment. All support the argument more rigorously than a single case history.

But case histories do something statistics cannot: they make the policy real in human terms. Holiday's addiction developed in a specific life, under specific conditions of trauma and racial violence and isolation. Anslinger's persecution of her was not an abstraction, it was a man with a government department deciding that a specific person deserved to suffer.

Hari has been criticized for overstating some elements of the Holiday-Anslinger story, the specific 'Strange Fruit' trigger claim is not fully documented. The criticism is fair. But the underlying argument, that enforcement was racially selective and by design, is supported by the documentary record, and Holiday's story is the human container that makes it legible.

Narrative is not the enemy of evidence. Narrative is how evidence reaches people who would otherwise not encounter it.
